National Planning Policy Framework – To be or not to be?

The new framework, if implemented, seeks to add a further 20% to the rolling five year housing targets “to ensure choice and competition in the market for land”. This could ultimately be of benefit to architectural practices nationwide and something as a practice we are keen to see.

The policy re-iterates that proposals should be approved “Wherever possible”, unless “the adverse impacts of… development would significantly and demonstrably outweigh the benefits”. In addition heavy favourability has been placed upon a developments sustainable credentials, so much so that it would suggest they will be pivotal to any success. As to what Sustainability will be measured against is not eluded to and again raises the questions of mandatory implementation of the Code for Sustainable Homes, the governments and BRE’s play at defining sustainable criteria.

It places a heavy onus on authorities to make development viable in their areas. However, it is whether such a condense document will give a clear enough steer on the acceptability of development? It may be a little loose and leave ample room for legal argument.

The debate as to whether the policy will be implemented continues and looks little closer to conclusion, our practice sits with baited breath.
